MLs don’t argue that the USSR was Communist. They argue it was a Socialist state (as in attempting to move to Communism and suppress the bourgeoisie) that never managed to leave the State Capitalist phase. These are all correct, what MLs then argue is that the USSR would have moved on to Socialism and then Communism economically had it not collapsed, which is entirely debatable.
The ML stance on how the USSR was structured is largely correct, the theoretical outcome of it is dubious.

Maybe if Trotsky took over like Lenin intended instead of letting Stalin run things into the ground.
