You need to unlock your bootloader.
Enable USB debugging in the developer options;
Reboot the phone in fastboot;
Connect the phone to your PC;
Run the commands bellow, line by line:
touch key.txt
fastboot oem get_unlock_key key.txt
fastboot reboot-bootloader
It should show a warning that the bootloader is unlocked;
Reboot in fastboot and install TWRP again.

Yes. If you can’t access fastboot and the OS, you need to use the Emergence Download Mode (EDL) for you phone (volume down + power).

Download your firmware file (please check your SoC due to the different phone variants).
Download and compile the QDL tool with some more details about QDL here.
Enter EDL mode.
Flash your firmware as described by the first link in step 2.

I would argue that CISC vs RISC was mostly relevant 20~30 years ago. Today’s CPUs are a different kind of beast, for example they implement decoders that break down instructions into micro-ops, a RISC-like behavior.
