• Built housing through HUD and charged no more than cost for rent.
• Create a federal grocery store that only operates in food deserts and monopoly areas. Prices are at cost, not market.
• Federal hiring as a last resort. Anyone willing to work but unable to find a job can get this job. Duties are being a gopher in your local government building and attending 4 hours of job training every work day.
• Directing the construction of federal wind, solar, and battery complexes to further shift us into clean energy.
• Directly paying gas stations to install level 3 chargers, starting in areas with few public chargers.

I’d argue we should call all migrant workers expats. Unless they’re literally working in a migratory fashion, spring here, summer there, fall somewhere else, etc.

I always saw expats as something between immigrants and tourists. They aren’t trying to switch countries and they aren’t just on vacation. There’s plenty of good reasons for this category, like being sent somewhere by your employer. This naturally creates a community of foreigners who aren’t necessarily worried about fitting in as a new citizen or permanent resident would be.

But yeah, this idea that Western countries have expats instead of emigrants is weird.

You can absolutely still have volunteer programs like that. Volunteering to work time off faster shows a willingness to work on the problems that landed you in prison. Forcing it just creates misery.
