I thought the changeling that shared Odo’s look chose it to make Odo feel like he belonged. And her disdain for solids might have made her not want to look too much like them.

The neutral look is easiest. Odo uses it because it’s the best he can do. The Founders use it because they’re lazy.
Perhaps he was another changeling the whole time. The signs are all there.
