Interestingly, it does exist in every country I looked for on Google just now. In Germany we say “there are no stupid questions” as well. Kind of nice of people.

We also have “fear of a dumb face” when no one dares to ask a question because everybody else seems to understand since nobody is asking a question. (Die Angst vorm dummen Gesicht.)
