I have searched the settings and can’t find any setting that allows this behavior. I have automatic updates turned off. How do I stop it from turning on randomly?
Edit: I have a disk in it and can hear it moving parts and spinning up when it turns on. It’s so weird.
Disable HDMI CEC in the settings. It’s designed to let the Xbox turn on the TV or vice versa, but it’s very buggy and can cause stuff like that to happen.
The TV doesn’t turn on though. Just the Xbox.

What about unplugging the HDMI cable to test, see if it still turns on
For trial and error purposes I just unplugged the HDMI cable, but it turns on so randomly that I won’t know unless it turns on again. It usually does it days apart, almost like an update or something. I’ll probably have to plug the HDMI back in tomorrow for Netflix, Amazon, etc. streaming.
For what it’s worth, this happened to me for weeks and it turned out to be having cec on + a bad hdmi cable. Our best guess is that the cable had a minor short or didn’t seat all the way and it was triggering cec to think there was a ‘plug in’ event or similar. Replacing the cable seems to have resolved it for the last month or two.
