Not always (which I’ll mention in a moment), but more importantly overall traffic wait times for cars are reduced when there are less cars.
At some crosswalks, like several in my town, we get the walk signal on red. My town is unusual and officially allows bikes on pedestrian paths, so technically yes bikes can cross on red.
