Pretty sure they are used by both sides, yeah. Ukraine, it’s owners and Russia never signed the treaties concerning those.
The difference is that bandera-marines prefer using those for things that spread democracy and peace. You know, targeting population centers, scattering anti-infantry mines over Donetsk, that kind of thing…

Iirc there were reports of cluster mines being showered over Donetsk even before the 2022
